Look into block-listing terraform resources for production deployment

Out of the DevOps Team Lead strategy session, it was noted that the current "manual approval for all production deploys" in our terraform pipeline slows down deployment velocity. This issue represents a spike to investigate whether we can "block list" plans which touch sensitive terraform resources as needing manual approval but to allow automated deployments otherwise.
