Partition the mifare csv upload into postgrads, cleaners, others

We need to partition the card records into three sets of CSVs:

• Cleaners (from a list which will be supplied by EL to DJP)
• Chemistry postgrads (from their post category in chemistry db)
• Others

Do most of the work in the database.
